Digital Innovation and Social Peace: Cameroon Successfully Concludes 2026 Personnel Delegate Elections

YAOUNDE – January 28, 2026. In a comprehensive press briefing at the Ministry of Labour and Social Security (MINTSS), Minister Grégoire Owona presented the official results of the personnel delegate elections held nationwide on January 13, 2026. The session was attended by members of the media, social dialogue partners, and notably Félix Zogo, representing the Minister of Communication, underscoring the government’s commitment to transparency and broad institutional collaboration.

A Transparent and Peaceful Process
The Minister described the elections as “regular, transparent, and peaceful”, noting that no major incidents occurred in either public administrations or private companies. According to official figures, over 4,200 establishments across the country organized elections, with a participation rate estimated at 78% of eligible enterprises.

This success reflects Cameroon’s commitment to industrial harmony and democratic representation within the workplace.

A Digital Revolution: The PIGES Platform
The defining feature of the 2026–2028 mandate elections was the full digitalization of the process through the Computerized Platform for the Management of Social Elections (PIGES).

Key benefits included:

  • Digital compilation of electoral rolls, covering more than 250,000 registered workers.
  • Streamlined submission of candidacies, reducing administrative delays by 40% compared to 2023.
  • Real-time monitoring of voting activities, accessible to inspectors and observers.
  • Rapid generation of results, published within 48 hours, enhancing transparency and credibility.

This innovation aligns with Cameroon’s broader National Digital Strategy 2020–2030, which emphasizes e-governance and sustainable modernization of public services.

The Role of Personnel Delegates
Personnel delegates are a legal requirement under Articles 122–130 of the Labour Code. They serve as the interface between employers and employees, helping to prevent conflicts and maintain social peace. In 2026, more than 12,000 delegates were elected nationwide, representing workers in sectors ranging from agro-industry to services. Their mandate begins on February 1, 2026.

Sustainable Development Dimension
The elections are not only about representation; they also contribute to sustainable development goals (SDGs):

SDG 8 (Decent Work and Economic Growth): strengthening workplace democracy and dialogue.

SDG 16 (Peace, Justice, and Strong Institutions): promoting transparent, inclusive governance.

SDG 9 (Industry, Innovation, and Infrastructure): through digitalization, Cameroon reduces paper use and administrative inefficiencies, aligning with environmental sustainability.

Compliance and Responsibility
The Minister reminded establishments that have not yet organized elections to comply with the law immediately. He congratulated the newly elected delegates but urged them to act with responsibility, openness, and consensus-building.

The 2026 elections demonstrate that Cameroon’s “social democracy” is entering a tech-driven era, where digital innovation supports industrial peace and sustainable development. With the PIGES platform and the presence of communication authorities such as Félix Zogo, the country has set a precedent for transparent, efficient, and environmentally conscious governance.
